What Was the Robertson Panel?

By CK Quarterman

The Robertson Panel was a group of scientists that the CIA convened in January 1953 to review the Air Force’s UFO evidence. The panel concluded that UFOs posed no direct threat and that most reports were misidentified ordinary objects.

Term: Robertson Panel: a scientific committee convened by the CIA in January 1953 to review UFO evidence, named for its chairman, physicist H. P. Robertson.

Term: Debunking: a public effort to explain away a subject and reduce belief in it.

Term: Office of Scientific Intelligence: the CIA office that convened the panel.

What Was the Robertson Panel?

The Robertson Panel was a group of scientists that the CIA convened in January 1953 to review the Air Force’s UFO evidence. The panel concluded that UFOs posed no direct threat and that most reports were misidentified ordinary objects. It also recommended a public education program, using television, films, and other media, to reduce public interest in UFOs. Its report was secret at first, and it was declassified in the 1970s.

Why it met

In the summer of 1952, waves of UFO reports came from the Washington, D.C. area. The CIA reviewed the Air Force’s investigation, Project Blue Book, and its Office of Scientific Intelligence convened a panel of outside scientists. It met from January 14 to 18, 1953.

Who served on it

H. P. Robertson, a Caltech physicist, chaired the panel. The other members were Luis Alvarez, a physicist who later won the Nobel Prize, Lloyd Berkner, Samuel Goudsmit, and Thornton Page. J. Allen Hynek attended as an associate. The panel reviewed cases and films, including the Tremonton, Utah film.

What it concluded

The panel found no evidence that UFOs were a direct threat to national security and no evidence of visits by extraterrestrials. It concluded that most reports came from misidentified ordinary objects and that the rest would probably be explained with more study. It saw an indirect danger. A flood of reports could overload military communications, and an enemy could use such a flood to hide a real attack.

What it recommended

The panel recommended that the government strip UFOs of the aura of mystery they had acquired. It proposed a public education program using mass media, advertising, schools, and business clubs. It mentioned the Walt Disney company and the television host Arthur Godfrey. It also recommended that private UFO groups, including Civilian Saucer Investigation in Los Angeles and the Aerial Phenomena Research Organization in Wisconsin, be monitored.

Why it is controversial

Critics say the panel turned UFO policy from investigation into public relations. They point out that it met for only a few days, that the CIA controlled which cases it saw, and that it recommended debunking without a plan to study the unexplained reports. Defenders say the panel responded to a real Cold War concern about overloaded defense channels, and that its scientific conclusion matched earlier Air Force studies. Both views rest on the same documents.

What is solid and what is not

The panel, its members, its dates, and its recommendations are documented. How closely the Air Force followed the recommendations, and whether the panel’s goal was to reduce reports or to deny that anything unexplained existed, is debated. In my book Disclosure: They Are Not Extraterrestrials, I include the panel in the government timeline. Disclosure is available on Amazon. You can find more of my work at ckqbooks.com.
