Robertson Panel

The panel was convened by the CIA’s Office of Scientific Intelligence after the 1952 wave of UFO reports over Washington, D.C. It was named for its chairman, Caltech physicist H. P. Robertson. Members included Luis Alvarez, Lloyd Berkner, Samuel Goudsmit, and Thornton Page, with J. Allen Hynek as an associate. It reviewed cases and films, including the Tremonton, Utah film.

The panel found no evidence that UFOs threatened national security or that extraterrestrials were visiting. It concluded most reports were misidentified ordinary objects and that the rest would likely be explained with more study. It identified an indirect danger: a flood of reports could overload military communications and could be exploited to mask a real attack.

It recommended stripping UFOs of their aura of mystery through a public education program using mass media, advertising, schools, and business clubs, mentioning the Walt Disney company and television host Arthur Godfrey. It also recommended monitoring private groups such as Civilian Saucer Investigation and the Aerial Phenomena Research Organization.

The report was classified and declassified in the 1970s. Critics argue the panel turned UFO policy from investigation into public relations, noting its brief duration and CIA control over which cases it saw. Defenders cite the genuine Cold War concern about overloaded defense channels and agreement with earlier Air Force findings.
